STRENGTHENING ETHICAL PRACTICE IN PUBLIC HEALTH
The Challenge
Ethical decision-making in public health is rarely simple—and as the field evolves, especially with new technologies and shifting infrastructure investments, public health leaders need clear, practical tools to navigate complex questions around equity, power, and responsibility.
Health Resources in Action (HRiA) contracted me to provide technical assistance for Region 1 Public Health Infrastructure Grant (PHIG) activities. The aim: strengthen internal and external capacity for ethical analysis, organizational culture change, and responsible innovation across the region.
Our Approach
My support included three core areas:
Training & Facilitation for the Massachusetts Department of Public Health (DPH) Ethics Advisory Committee
Internal Capacity Building for HRiA staff on ethics and culture
Technical Assistance to Region 1 PHIG recipients on public health ethics and responsible use of AI
The Work
So far, we’ve collaborated on:
Ethical Analysis Roadmap – Developed a tool to guide public health professionals through real-time analysis of ethical questions
Workshop Series – Delivered two foundational Public Health Ethics webinars:
• Grounding in Theory
• Roadmap to PracticeTraining for Mass DPH Ethics Advisory Committee – Increased member confidence and readiness to apply a public health ethics framework in their committee work
AI Policy Guidance – Served as a reviewer for a public health-focused AI policy template to support responsible innovation
